Alternative Strategies for Developing Desert Locust Management in Egypt: Quadrant Environmental Analysis

Abstract

The main objective in SWOT style environmental analysis is Locust management analyzes in Egypt to develop a new strategic vision for its development through the following factors: Identifying the strengths and weaknesses points of the internal environment factors, and identifying opportunities and threats points for the external environment factors, based on the Locust management rules and the Desert Locust Research Center. The sample size reached about 73 individuals, and a working group of ten experts was formed for the environmental analysis of individuals in the internal and external environments related to the field of research. The results show that the most important strengths of Locust management in Egypt are: the presence of trained technical and research staff in Locust operations management, and the existence of an emergency plan for rapid intervention in emergencies. Whereas among the most important weaknesses: lack of attention to the scale of the problem and the real appreciation of the Locust accelerates the aggravation of the crisis, insufficient and efficient additional teams of untrained human and human resources in cases of upsurges and invasions. The results also showed the most important opportunities: encouraging the training system to raise the efficiency of workers from other departments, while it was among the most important threats: the disturbances of the political neighbors are difficult from surveying and control operations.The study, through analyzing the SWOT matrix, reached the most important policies for developing the performance of Locust management in Egypt. The study suggests the following new vision for the concerning department “the general department for locust affairs in Egypt be developed and efficient in serving the agricultural sector to contribute to food security and sustainable agricultural development.
